Does the Spymaster mission "Slander Nation" stack multiple times if applied to the same nation again and again? If so: is there a hard limit how bad I can make relations for them? (Since the mission takes 3 years and the effect lasts 40y, I guess you could stack it 13 times = 13x40 the maximum opinion malus would be -520? Maybe it doesn't stack? Or only if the originator is another nation?
