A law is always a choice between two opposing options. Enacting a law requires 400 No Icon Found and a prerequisite technology. More advanced laws have a higher upkeep such as No Icon Found or Training.png upkeep. Changing a law costs 600 No Icon Found, which may be reduces through an archetype.
