More Settlers can not be built if a player has enough to colonize every unsettled city site. City sites held by barbarians or tribes are considered unsettled, since they can be settled after clearing out the occupying group.
 
The upgrade path to a Worker is not cost effective, but is useful when there are no further sites to settle.
